On August 30, 2018, the National Grange wrote a letter to Commissioner Brendan Carr of the Federal Communications Commission (FCC) to express concerns regarding a proposal contained in the NOI that would limit the Pilot Program’s participation to facilities-based Eligible Telecommunications Carriers (ETCs).
